Ingersoll’s recreation centre: cost, funding and delivery

A recreation centre needs a building, roads and services. What is the full campus cost, and how much funding is secured?

A local decision in Ingersoll. Open the local record
About this decision

The recreation centre has a $38 million construction budget. Servicing, fundraising and borrowing have their own approvals. Council awarded the fundraising consultancy in June and allocated $1,862,203.94 from the 2025 surplus to the Arena Reserve in August. What is the complete funding plan, and when will residents be able to use the centre?

Campus construction ≠ the whole Town budget

The Town’s overall 2026 capital programme is reported as $37.9m. The $38m construction estimate spans two years and excludes County costs.

Ask the people in chargeWhich funding has been secured, what has been committed to contractors, and when will residents get the next cost update?

01

What is established

The fundraising consultancy was awarded to Interkom in June. Council authorized financing applications for the centre and Clarke Road work, then allocated $1,862,203.94 from the 2025 surplus to the Arena Reserve in August. These approvals do not establish funds borrowed or a completed building.

02

Who makes the next choice

Ingersoll is responsible for the Town facility and local servicing decisions. Oxford County infrastructure and school-board decisions need separate approvals; one Town project announcement does not authorize all partners’ work.

Questions that still deserve an explanation

  • What is the current approved all-in budget including servicing and contingencies?
  • How much external funding is committed, received or merely targeted?
  • What annual operating subsidy and future replacement contribution are expected?
  • Which verified milestone comes next, and who is accountable for it?

MURC - Clark Road Urbanization

The lands designated through the Town of Ingersoll Secondary Plan for the new Multi-Use Recreation Facility are currently unserviced. The Secondary Plan indicated that servicing would be enabled through the extension of water and sanitary sewers from Walker Road. Through preliminary investigation it was determined that sufficient grade is not available to enable this servicing scheme, and instead, servicing is to be extended from Harris Street. To service the lands with sanitary sewer from Harris Street via gravity feed, approximately 3 m± of fill is required in order to remove the existing sag in the road. This additional loading requires replacement of the existing culvert C 16 on Clark Road, initially slated for replacement in the 2026-2030 time horizon. Thus the total scope of work on Clark Road to service the MURC lands includes: Water and Sanitary Servicing, Storm Sewers, addition of 1 eastbound lane (total 3 lanes), sidewalks (or Multi-Use Trail), Streetlighting. A Class D (±20% accuracy) enabling works estimate was provided by Dillon Consulting amounting to $12,700,000. This estimate may reasonably be reduced to $8,500,000 though further design considerations relating to Hydraulic Conductivity of Halls Creek, and subsequent Geotechnical Investigation to confirm subgrade adequacy for structural footing design. Additional to this work will include the engineering design and contract administration estimated at 10% of construction value from the Class D estimate.

MURC - Internal Land Servicing

Through completion of the Clark Road Urbanization and service extensions, water and sanitary sewer will be available to the designated MURC lands. Internal grading and servicing design will allow in-progress institutional development for a long-term care facility, new elementary school, and the MURC to be completed and leave a balance of 20±acres for residential development. The scope of work for the internal grading and servicing will include topsoil stripping for the impacted lands, earth cut and fill, water, sanitary and storm sewer construction, and was all road building, streetlighting and sidewalks constructed to the MURC facility. Grading works will allow the MURC to commence construction while Clark Road is being reconstructed. Servicing and internal road-building can take place following Clark Road reconstruction and before the MURC grand opening. A Class D (±20% accuracy) estimate was provided by Dillon Consulting amounting to a constructed value of $8,323,405. Additional to this work will include the engineering design and contract administration estimated at 10% of construction value from the Class D estimate.
